General objective of United Nations Development Programme is long-term strengthening of institution’s capacities- acting as partner to the Government, as well as other actors within civil society. UNDP liaison Office in Montenegro aims at supporting the development and transition of this republic by focusing on three key areas of sustainable development:

• Institutional and judicial reform
• Socio economic participation
• Energy and environment for sustainable development

UNDP believes in complex causality between poverty and state of the environment, and that both issues should be treated and supported through development and implementation of strategies orientated both at democratic management and the environment.

In 1991, Montenegrin Parliament adopted the Declaration on Montenegro as Ecological State. This decision was reaffirmed by Montenegrin Constitution from 1992, according to which Montenegro is defined as “democratic, civil, and ecological state”. There is a great degree of accord between political and civil structures regarding the position that Montenegrin future lies in realization of ‘ecological state’ vision.
